Ukraine Complies: according to the outcomes of the international meeting of foreign education qualifications recognition experts meeting in Kyiv

On the 3d of March 2020 the leading experts in the sphere of foreign education qualifications recognition and the strategic planning of educational reforms in the EHEA from Austria, Belgium, Denmark, Estonia, Italy, Latvia, Lithuania, the Netherlands, Norway, Poland, the Holy See, Slovenia, France and Ukraine assembled in Kyiv to find a common ground on automatic recognition in the EHEA.
The meeting was held in the framework of the project “I-Comply: Implementation of LRC compliant recognition practices in the European Higher Education Area”. The Ministry of Education and Science of Ukraine and the National Information Centre of Academic Mobility ENIC Ukraine are I-Comply consortium members.
The meeting was attended and addressed by the Minister of Education and Science of Ukraine Ms Hanna Novosad and the the policy coordinator for internationalization of the Ministry of Education, Culture and Science of the Netherlands Ms Tessa Bijvank.
The high level representatives of the Ministries and the experts of the European Commission, the Information Network on Education in Europe (Eurydice EACEA), the European Quality Assurance Register for Higher Education (EQAR), the ENIC Bureau, the European Students’ Union (ESU), the EHEA Ministries of Education, and the leading ENIC-NARICs prove the special focus of the stakeholders on enhancing the academic mobility via improving and further developing the common approaches and formats of recognition procedures. Ukraine in its turn was represented by a very strong team of the Directorate of Higher and Adult Education, the Office of International Cooperation and European Integration of the Ministry, the National Erasmus+ Office, and ENIC Ukraine.
The meeting resulted in finding the common ground as for the current automatic implementation map in the EHEA and recommendations on the constructive steps to be made in order to cope with the gaps between the legally approved backgrounds and their implementation in practice.
The experts acknowledged that Ukraine at short notice made a dynamic step forward towards the compliance of recognition procedure with the Lisbon and Global Convention, subsidiary texts, Standards and Guidelines for Quality Assurance in the EHEA, other international instruments and best practice.
A number of initiatives of Ukraine was highly estimated by the experts and marked as the best practice examples to be taken into consideration by other EHEA countries, in particular: establishing at the national level of the Ukrainian Network for the Recognition of Foreign Education Qualifications UaReNet, launching recognition decisions monitoring, approving and constant upgrading of the normative act, regulating the recognition procedure of all competent authorities: the Ministry and the HEIs, introducing the simplified recognition procedures, elaborating the cooperation algorithm between HEIs, ENIC Ukraine and the National Agency for Higher Education Quality Assurance that is now on its way to implementation to ensure the transparent, consistent and quality procedure of institutional recognition.
All the participants admitted the high level of organization of the event and remarkable Ukrainian hospitality, provided by the host of the meeting – ENIC Ukraine.
